The promote to project option is available by right-clicking on Worgan and selecting the option from the popup menu. This command is used to take a note card and upgrade it to a project card. I.e., you've been working on a Plot idea for several months and you suddenly decide to start working on it as a novel. The old card will be deleted and the new card will be placed under the project page.
Make sure you save the card that you are promoting first (ctrl+s).
